New problems added

Today two problems were added: PROB:070, PROB:071. The first is the new one, that was playd at MIPT contest 3 Octobers. Soon five more problems from this contest will be added

The second is the old one — classic problem played at ACM semifinal, St-Peterburg, 2001.
